The Personnel Department has seen its role changing over the years, since it was established by the Civil Service Act of 1965, which came into force on August 27th 1966. (Note: Chapter 23:01 of the Laws of Trinidad and Tobago). Notably, with the laws in force it was in 1967 that the Personnel Department was physically constituted and started its journey of committed service to Trinidad and Tobago. |

| • The Retraining Programme, Ministry of Science, Technology and Tertiary Education, was designed for persons between the ages of 18 to 45.
• One objective of the Programme was to provide the relevant skills to enable graduates to penetrate the job market giving them the opportunity to secure sustainable employment opportunities for themselves.
• The programme covered a period of 8 to 10 weeks or 160 to 200 contact hours to equip trainees with competence-based vocational skills training, at the pre-craft level upwards of thirty differing skill areas. |
