Natural Gas Master Plan
Gaffney, Cline and Associates was awarded the contract to develop a Master Plan for Natural Gas in Trinidad and Tobago, which was initiated on August 6, 2001. In order to ensure the widest possible participation in the process, the Ministry hosted public consultations in both Trinidad and Tobago, initially, to gather relevant information and also to present the findings of the consultants. The final report was presented to the Minister of Energy and Energy Industries on February 04, 2002 .

Recommended natural gas business portfolio:
- Assets/Projects and timing
- Dynamic portfolio evolve with changes in conditions
Resource development strategy:
- Licensing, acreage maturation, cross-border initiatives
- Resource utilization strategy
- Measures to encourage investment in desired areas
Business model changes
- Legislative, fiscal, regulatory or institutional changes to facilitate optimal conversion of demand and supply
- Cost and benefits of proposed recommendations
